Symptoms

DBCA fails to create duplicate database with error "[FATAL] [DBT-10315] Specified SID Name cannot exceed (8) characters"

Cause

Develoment worked on below bug and confirmed the issue is expected. Not a Bug.  
Bug 32363746 - DBCA -DUPLICATEDB [FATAL] [DBT-10315] SPECIFIED SID NAME CANNOT EXCEED (8) CHARACTERS

Solution

The SID prefix has been limited to 8 characters to allow for underscore for policy-managed database and three digits for instance number.
This is the expected behavior from the DBCA
Choose SID name equal or less than 8 charachers.
